31-10-2001 Public letter on "Opening balance and closing balance in Polish energy economy" has been sent to policy makers.

Evaluation, what was happening in 1997 - 2001 (last cadence of Government and Parliament) and proposals to new policy makers, has been sent to:

• 9 top political parties,
• Prime Minister and 7 of Ministries involved,
• 6 Committies of Parliament.

Public letter will be sent to Rzeczpospolita newsletter, to be publish.

29/30-10-2001 Seminar on "EU energy efficiency and environment climate change policies"

FEWE has been asked by Polish-German Cooperation House to arrange the agenda and hold few lectures.

Seminar has been organised by European Center of Polish-German Cooperation House within the project "Creating a network EU-Specialists in the Municipalities and Districts of the Silesian Voivodship in the scope of European Integration issues and EU Programmes".

Slawomir Pasierb from FEWE worked out and hold three lectures on:

• Up-to date programmes and action plans to Improve Energy Efficiency and Environment in the European Community (Polish version of the document - Word97, 51KB);
• Obligation and potential benefit of Poland from Polish participation in UE climate changes policies (Polish version of the document - Word97, 183KB);
• Opportunities of Polish municipalities and communities come from flexible mechanisms of EU climate change policies and programmes (Polish version of the documents - Word97, 23KB).

FEWE and other regional partners are going to organize a regional conference focused on "Development of Emission Trade in EU and regional and local authorities as potential actors of ET".

18-10-2001 Draft paper on "Closing Balance, Opening Balance"

FEWE prepared a draft paper on "Closing Balance, Opening Balance in Polish Energy Policy" (the Polish version of newsletter).

The draft consists an evaluation of government policies related to energy and environment in years 1997 - 2000 and recommendation to the new government and parliament elected. This draft is opened for FEWE Public Discussion Panel before to be sent new government and parliament.

2-10-2001 Meeting with Members of NRW/Germany Parliament

FEWE has been invited by Polish German Cooperation House and met the Board of Green Party and Edith Mueller, V-ce Chairman of NRW/Germany Parliament.

Slawomir Pasierb presented a genesis, objectives, tasks and results of pilot project on "District heating, gas and electricity supplying of case studies of Upper Silesia medium scale towns: Lubliniec, Miasteczko Slaskie, Rydultowy.

The project has been authorized under umbrella of regional cooperation: Silesia Voivodship and NRW Country and financed by NRW Country with contribution of Pilot towns and Voivodship Environmental Fund (WFOSiGW).

Working team of the project covers Polish/German firms and institutions like: Polish-German Cooperation House - Gliwice, Silesian Union of Communities and Countries - Katowice, GERTEC Engineering Company - Essen, FEWE - The Polish Foundation for Energy Efficieny - Katowice.

Results of the project are:

• Guidelines to plan and energy supply plans of Lubliniec, Miasteczko Slaskie and Rydultowy o approved by Town's Councils.
• Organizing of four workshops/seminars for gminas representatives, e.i.:
  • I. Seminar - 21 February 2000 - Introduction to the heat, electricity and gas fuels supply planning of communes;
  • II. Seminar - 7 June 2000 - Community's impact on improvement of the situation regarding the heat production, transmission and distribution;
  • III. Seminar - 18 October 2000 - Reduction of local energy demand - strategies and instruments for communities;
  • IV. Seminar - 14 March 2001 - Financing of energy saving measurements.
• Guidebook "Planning of heat, electricity and gas fuels in small and medium gminas".
• Market analysis "Evaluation of market possibilities of cooperation between Polish and German investors".

Both training materials prepared to the workshops participants and the guidebook are available (in Polish) in FEWE.

Members of the NRW Parliament interested of an issues:

• community role and legal and economic position of energy supply plan as mechanism of local energy and environment policy,
• energy efficiency options like cogeneration (chp) and thermomodernization of buildings,
• potential market cooperation opportunities and potential of Polish and German businesses, institutions etc. within implementation of Pilot towns energy supply measures,
• follow-up of the project toward detail projects focused on an implementation of advanced and energy saving technologies and energy management in community buildings.
