31-08-2001 "Energy Planning - Wabrzezno"

For order of Wabrzezno Town Office FEWE "Project of guidelines to the heat, electricity and gas fuels plan of Wabrzezno Town" was developed. The job was began on 21.03.2001 and finished, including the legislation process, on 29.06.2001.

The mainly energy problems of the town consists of low level of town gazification caused by short period of gas network developing which was began in 1997. In the "Project of guidelines..." the dynamic development of the gas network was planned. FEWE foreseen that until 2020 consumption of gas will be on the level of 7.9 (actually 4.4 Mio m3, including ERGIS - 3.1 Mio m3). The success of Town Office Wabrzezno is stimulation of inhabitants for improvement of air quality by helping in payment of 75 % total costs of service lines for individual end energy users.

To this time the essential problem was high costs of heat from Heat Power Plant "Okrezna" which is working using ineffective coal boilers. In 2000 Town Office as manger of the Heat Power Plant after technical and economic analysis of replacement of coal by gas has decided to begin this investment. In connection to modernisation of Heat Power Plant "Okrezna" building of the new heat network (as preinsulated pipes technology) which will connect modernised "Okrezna" Boiler house with new heat centres instead of abandoned of boiler house objects).

Wabrzezno

Thanks to the profitable funding from external financial sources (WFO¦iGW, GEF) will decrease individual house budgets as well as energy services costs generated by the Heat Power Plant. Description of this measurement was presented in "Project of guidelines...")

22-08-2001 "New natural gas tariffs have not been approved"

The Polish Oil and Gas Company (PGNiG) has prepared new natural gas tariffs for all groups of the clients. The PGNiG is full vertical integrated monopolist of the Polish gas market. The impact of new tariffs could result an increasing of average gas prices for households by 23,5 - 27,6%, for medium scale industrial consumer up to 30%.

It would be a second jump of gas prices in Poland in year 2001 after increasing of gas prices in March, 2001.

The new tariffs have not been approved by Energy Regulatory Authority for reason of lack of information and analyses concerning:

It means no basis to assess a justified cost of gas sold to clients.

FEWE introduced some comments about current gas market issues in Polish version of newsletter.

22-08-2001 "The Opening of FEWE Internet Discussion Forum on Polish Policies related to Economy, Energy, Environment"

To comply with statutory goals, FEWE has opened the public forum on Economy, Energy, Environment Policies involved with energy efficient, environment friendly Polish Economy for whole policy.

The first output of this Forum is expected to prepare by FEWE the paper "CLOSING BALANCE, OPENING BALANCE".

The aim of this paper will be an evaluation and recommendation to state policies based of what happened during the outgoing government and parliament cadence and what should be done at new cadence, from NGO perspective. The date of new parliament election is September 23rd. FEWE selected few topics of issues to be discussed (the Polish version of newsletter) - the participants are invited to built framework of the debate.

The network of debate participants is developing.
Who can contribute to enforce financial sustainability of this project.
